Jeff Stein is a football agent whose major client is Harchester's talented but troubled striker Scott Lucas. After Lucas decides he wants to move following his omission from the UEFA Cup tie against Rangers, he turned to his agent Jeff to request a move. When Lucas later effectively went on strike by disappearing to his mum's house, Jeff advised him that this was the wrong course of action. Knowing that his client being on strike would only harm his value, Jeff and Harchester boss Gordon Gallagher persuade Lucas to return.
Billy O'Neill, aware of his increasing importance to Harchester, aims to get a pay rise and approaches Jeff to become his agent and help him achieve this. Jeff, looking out for more than just Billy's interests, but his own as well, starts putting O'Neill's name about. While Billy ideally wants to stay in Harchester, Jeff convinces him that he will have to move in order to be paid more. Being friends with West Ham manager Harry Redknapp, Jeff lines up Billy for a £3 million transfer to the Hammers, where he will be paid more than at the Dragons. However, Billy is clearly completely unprepared to leave at Harchester and much to Jeff's annoyance locks himself in a lavatory to avoid having to sign. A furious Jeff in thus left with having missed out on the money he would have gained from such a lucrative move, his friendship to Harry Redknapp undermined and his reputation slightly tarnished.
Jeff's next major piece of business involving Harchester was to negotiate his son in law Jamie Parker's bosman move to the midlands. Jeff is there at Harchester's first photocall for the 2000-01 season with both Jamie and his wife Tash (also Jeff's daughter).
Ray and Lynda call upon Jeff Stein to help with the Monday Bandele deal. Things take a turn when Monday finds out about his agents double dealings and Jeff is all too happy to step into Wolfgang's shoes and pushes along Monday's transfer to Harchester Jeff takes Monday to Dublin accompanied by Tash to help him get a permit. However they find out that he is not eligible for an EU work permit. Jeff tells Monday that the only way he can get a permit is if he gets married to an EU citizen. Tash finds the perfect partner for Monday, a young Irish girl called Siobhan who agrees to marry Monday for a better life in Harchester.
The following season he had several problems relating to one of his major clients.. Firstly, Fletch tried his hand at being an agent and tried to steal Danny as a client. Fletch only backed off when Jeff said he would negotiate him a move out of Harchester. Then Patrick Doyle's son Taylor weedles his way in and instead arranges for Andrei to join Monaco, a deal which will cost Harchester - and a furious Jeff money. Then Danny- who has just been called up by England under 21's is told by Taylor that he could play for Ireland very soon. And Taylor generally tries to get his hooks into him. Not that Jeff is always straight up himself. Danny, exhausted by his playing and training schedule and the number of commercial activities agent Jeff has set up since his Ireland debut, takes Taylor's advice and skips a photo shoot for a sports car company. Jeff suggests that Danny conserve his energies by not only cutting back on the adverts but by picking and choosing his games: UEFA Cup ties? Yes. Ireland game? Yes. FA Cup tie against Manchester City? Maybe not. Soon after, Taylor and Jeff both go after the new boy in the team- Robbie Walsh. Unfortunately, Taylor beats Jeff to the post. In addition, the death of Danny Rawsthorne was not only a terrible tragedy, but a real financial blow to Jeff, who in the process lost perhaps his most valuable client.
In the summer of 2002 Jeff and Patrick Doyle joined forces to create a consortium to buy the club, which they are sure Sam will find hard not to accept. However, they miss out and Jeff dishes out the news that a new bidder (a lottery winner) came in and bought the club for an extra 2 million. During the second half Patrick and Jeff try to get in contact with Sam but to no avail. However, Jeff sees an opportunity to soften up the awe struck new Chairman Phil Wallis and tries to persuade Phil to handle the business side of things by himself and not involve Jacqui, who Jeff knows is a very intelligent woman. When Jeff is finished, he has to tell Tash that Jamie has to go to a clinic in L.A. to get himself sorted out. Jeff also becomes Robbie Walsh's new agent.
Phil values Jeff a lot and uses him to set up a potential deal for Scott Lucas. When that falls through, he gets Jeff to line up the talented but injury prone Roberto Mendoza. However, Mendoza gets injured shortly after signing thanks to Patrick Doyle and Mendoza goes on video slamming him. When Phil shows Jeff the Mendoza video. Jeff is furious as Mendoza was his player. Jeff tells Phil not to go straight to Patrick as the manager is to clever, he tells Phil that they need more evidence. Jeff helps line up Rudd Gullit as the new manager, but Patrick manages to hang on to his job, much to Jeff's annoyance. Later in the season, with his business in trouble due to a lack of clients, he misses out on signing Clyde Connelly and Bobby Thompson. It is also revealed he took some of the Roberto Mendoza money for himself and is banned as an agent. He cuts an increasingly forlorn figure, even pining after Hope's nanny and is jealous when she hooks up with Ryan.
With Tash away after Jamie's death, Jeff is in Harchester by himself, not practicing as an agent but still available to offer advice and still the person to whom the likes of Fletch and Clyde turn to when they find themselves looking for new clubs. Lee does spot a young talent by the name of Lee Presley however, and while he cannot represent him, concocts an elaborate scheme whereby he becomes Lee's legal guardian and Nikki Peggs acts as Lee's agent. When Lee becomes one of the hottest properties in the Premiership Jeff has to fight off vultures like Joel Brooks and thugs from Liverpool trying to make as much money as possible out of Lee. Much to his delight, Jeff and Nikki are there as Lee signs his first professional contract with Harchester on turning 18. He has also has a long running feud with Pilar Hernandez, stretching back to the Mendoza business. In the hope of becoming chairman, he teams up with Matt Webster, only for Matt to team up with the more popular Pilar.
Lee's incredible form in his debut season naturally creates a lot of interest from top clubs. Nikki and Jeff get locked in discussions with Man Utd representatives to strike out a deal for Lee, only for himto pull out. Jeff also reveals he has feeling for Nikki, unaware that Nikki and Lee have become romantically involved. Another lucrative bid comes in from Barcelona, but this one is stopped by Dean Boyle. Jeff also fins out about Nikki and Lee from the other Harchester players. Jeff runs off and Nikki catches up with him at the house telling him that they never meant for it to happen but Jeff is left looking like a fool. Nikki receives a letter from Lee which has a cheque inside for her and Jeff for the money that they would have received had the move to Barcelona gone through. This is Lee's way of paying them both off and with nothing left for them in Harchester, Nikki and Jeff leave Harchester for good, going their separate ways.

WHAT DO YOU LIKE BEST ABOUT YOUR CHARACTER? Charm, poise, gift of the gab, loves his family, courteous to ladies and he has the best wardrobe in Dream Team.
WHAT DO YOU DISLIKE MOST ABOUT YOUR CHARACTER? Devious, sly, rude, male chauvinist and will do anything to make money.
ARE YOU LIKE YOUR CHARACTER AT ALL? HOW DO YOU THINK YOU WOULD GET ON WITH THEM IF YOU MET THEM IN REAL LIFE? No I don't think we have many similarities, and no I don't think we'd get on at all!
DO YOU LIKE THE CLOTHES THAT YOUR CHARACTER WEARS? WOULD YOU WEAR THEM AS YOURSELF? That's one thing I do like about Jeff is his clothes – I would certainly wear them myself.
WHAT DO YOUR FRIENDS AND FAMILY THINK OF YOUR ROLE IN DREAM TEAM? They love it. Jeff is three dimensional and gets into some ridiculous situations which makes for great viewing.
HOW DO PEOPLE REACT TO YOU IN THE STREET? DO YOU GET RECOGNISED? When I get recognised people usually want to shake your hand and talk about the show and my character. I enjoy this, what actor doesn't?
WHAT SCENE HAVE YOU MOST ENJOYED OR HATED FILMING SO FAR? Many scenes really - Jeff is a real schemer.
WHAT DO YOU THINK OF YOUR CHARACTER'S HOUSE / CAR? DO YOU THINK YOU'D LIKE TO LIVE THAT SORT OF LIFESTYLE? Jeff is currently homeless and car-less so nothing to comment on really, and no I would not want to be in his position for that very reason!
HAVE YOU EVER MET ANY REAL FOOTBALLERS? Yes many times, and all that I've spoken with have said that they love it.
