Jerry Block bought Harchester United from the Jacobs family for £25m during the summer of 1998. He comes to Harchester with a great reputation, having owned several major companies, including Block Enterprises. He see's the club as an investment and he plans to make his money by turning the clubs stadium into a housing development. The local refuse planning permission at first so Jerry attempts to bribe councilor Lal in the hope that he might reconsider. However, in an attempt to pay off councilor Lal, Jerry leaves the money in a toilet cubicle which is later found by Harchester youth team player, Billy O'Neil.
In an attempt to put Harchester on the map, Jerry decides to splash the cash on Luis Amor Rodriguez, this causes a media frenzy. Luis comes to the club with a difficult reputation but Jerry hopes his new signing will help raise the clubs profile. Lynda takes an immediate liking to Luis and the pair arrange to meet up for dinner. After his son left the club due to bullying, councilor Lal was not impressed. He withdrew from the negotiations with Jerry and he accused the club of racism. These claims were never substantiated but Jerry realizes that he needs to take drastic action if he wants planning permission. He sets up his own political party in an attempt to scare Lal. The Dragon party are put forward with Des Baker as a candidate. On the field, the team excel under Frank Patcham but after he rejects a permanent contract, Luis Amor Rodriguez is put in place as player/manager. Meanwhile, The Dragon Party come within fifty votes of beating councilor Lal and Jerry explains to him that he will have a better candidate next time. This threat has the desired effect and Lal finally grants him planning permission. With the business sorted out, Jerry turns his attention to his wife because and he starts to susoect that shes having an affair. Shortly before the FA Cup Final, he finds out that she plans to leave him for Luis and move to Argentina. Jerry beccomes desperate and in a moment of madness, he hires a hitman to kill Luis. Harchester win the cup 2-1 against Manchester United, the hitman takes aim during the trophy celebrations, and fires twice but both shots miss Luis.
The Dragons Lair has been built and Addiston Road is now the housing development that Jerry envisioned. However, the cost of the stadium has left the club heavily in debt. To help balance the books, Jerry has brought in his long time business colleague, Marilyn Harwood. She has been a loyal employee and she has spent the last few years working in the Far East branch of Block Enterprises. At home, Lynda is still recovering from the Wembley shootings. Because of the trauma she has suffered, she has developed amnesia and completely forgot about her relationship with Luis. Jerry has become very protective of Lynda and he doesn't like her leaving the house. The hitman contacts Jerry asking for his money. Jerry doesn't want to pay him, considering that he didnt finish the job. However, after being threatened, Jerry has no choice. He knows it wont be easy to move money around because the club are in a terrible state financially and Marilyn is starting to question where the money is going. Gordon Gallagher arrives in town. Jerry offers him the position of Director of Football. Gordon's old fashioned approach to the game isn't popular with the team, it becomes less popular when he is appointed care taker manager. Gordon starts selling confidential stories about the club to the papers in order to clear his large gambling debt. Jerry is outraged by the stories because he feels it's only a matter of time before he is exposed as being behind the Wembley shootings. Marilyn bugs Gordon's phone and he is found out. He leaves the club having lost his job and his friend. At home, Lynda starts to remember incidents leading upto the Wembley shootings and she soon re-discovers her feelings for Luis. Cracks begin to form in Jerry's story and she starts to suspect that he was behind the shootings. Nobody but Luis believes her theories and the pair set about taking him down. After being implicated in councilor Lal's corruption trial and knowing that he may very well lose the club, he asks Marilyn to take over and act as figurehead. He doesnt get the response he expects and she demands 5% of the clubs shares before she'll even entertain the idea. Marilyn wants another investor on the board to relieve some of the pressure. Jerry's dead against the idea but she contacts her old boyfriend, Prashant Dattani, regardless. He decides to buy up as many shares as possible. Jerry still maintains controlling interest but if Lynda were to to sell her 15%, Prash would become owner. When Jerry realizes that it was Marilyn that had invited Prash to Harchester, he terminated her contract with immediate effect. Lynda, knowing for a fact that Jerry orchestrated the Wembley shootings had all but given up hope of finding any evidence when Karl Fletcher arrived back in Harchester with a video diary of FA Cup final day. On the video, Jerry is seen handing a package to an unknown man. Lynda finally had the proof she needed but the evidence was still in-conclusive, so instead of going to the police, she attempts to blackmail Jerry. She confronts him and gives him the option of going to jail or signing everything he owns over to her and leaving the country. Jerry takes the latter option and he emigrates to Brazil, leaving the club and the woman that he loves behind.
